Chafing is caused by the fabric moving around over your skin. So possibly you have the wrong size - either not tight enough (wetsuits, for example, are usually quite tight so there is no movement) or not loose enough (in which case the fabric can just waft around without rubbing on the skin, like 'normal' clothes).
This is a fairly common issue for rash vests/1mm tops actually, because they often dont stretch like a wetsuit so people buy them a little bit bigger because looser is more comfortable - but then they are just loose enough to rub on the wet skin.
So what you might need is either a tighter top or a looser top. I have bought a few sailing rash vests myself, which are basically t-shirts ie very loose. The alternative is a tight top, maybe a size or two down from what you have.
Bali the water is, I dont know, mid 20s C or higher. Air temp is high 20sC. A rash vest will be fine - you dont need any warmth but you do definitely need sun protection.
