Sorry to say the obvious... But it depends.

What do you want to end up surfing (shortboard, longboard, etc)? Where do you surf? What are the waves there like most of the time? How much time are you going to spend in the water a day/week/month? How old/agile are you? And gender *can* make a difference in your approach and preferences.

Possibly a 7'6" funboard design. Concentrate on surfing well on that and then go shorter or longer... But that can vary greatly depending on your POV re the above questions.

Im a male very agile like to eventually be on a shortboard and the waves here are usually small around thigh hieght.

For small waves start on a longish board, you'll find them easier to catch. If you have been out before then dont buy a foamie (soft) fun board, buy a proper second hand board straight away. You can always sell your board and get another one if it isnt well suited to you! Just get out there and start ripping it up!!!!

The "very agile" tempts me to say maybe a 7'0"... But "thigh high" tells me 7'6" is probably gonna be better for you.

And yeah, I say go for a "real" board. Tho you should note you CAN get up to very good quality surfing on a softboard.
