Only been to 1 but:

Clean Rooms.
Good Food.
Dependable and courteous staff who are helpful and friendly but that also know how to fun and get along with people.
Knowledgeable staff who can find waves depending on conditions and crowds.
Pricing
Equipment - Quality and Diversity
Help organising arrival and departure

this is the only surf camp I've been to.
http://www.sinaloasurfadventures.com/

They picked us up at the airport, all meals provided, beers extra :( .
They took us out on boats in groups of 8, to 2 super long point breaks, the water so warm-any cool spots feel nice. Surf for 5 hours, paddle to boat for PBJ sandwiches and water break in between. Go back to camp, have lunch and chill in hamocks. (Surf blown out the rest of the day)

After a week of that you're pretty satisfied. (Pile on the sun screen)

I've never been, but if I do I want to go to "surfsimply" because their instructional vids are the freaking best. They seem to be really excellent instructors.

I haven't posted on this forum much but I had to log in to say, Surf Simply! Ok, I haven't been anywhere else but all the trip advisor reviews are true! The podcasts are great, but real life is so much better :-)

+1 on Surf Simply. For a beginning to intermediate surfer, it is hard for me to imagine there could be anything better. Everything is taken care of, Guiones has really consistent surf, and the instruction is absolutely top notch. Great coaches, a really understandable system, constant (but friendly) critique and video feedback.

It's not a world class waves type of resort. But for somebody who really wants to focus on getting better as opposed to riding the perfect wave of a lifetime, it is ideal.

1) Amangati's Resort- Lakey Peak - Indonesia - nice rooms, great food and the surf out front is unreal, lovely pool, movie nights and great staff
2) Lohifushi Resort - Maledives - tropical paradise, mindboggling surf, upmarket cuisine, fun staff
3) Hotel Chancletas - Nicaragua - basic accommodation, informative, friendly owner, uncrowded waves, hammock time overlooking empty waves, super great cook
4) Nusa Island Resort - PNG - the absolute best secluded surf ever, 12 people in the camp divided into 2 boats, 6 surfers per line-up, empty perfect waves over beautiful coral reef, great fishing, private island with straw huts, amazing food, snorkeling in front of your door, falling asleep to ocean sounds at night. Bliss.

What makes it great?
