Santa Barbara- places to hang

I'm going to Santa Barbara for a fortnight and want to go to some cool surf hangouts in the evenings. I'm staying downtown, so closest places to there would be great but anything goes really.

Also would like to know:
- best and most consistent break near downtown SB
- cheapest place for board and suit rental
