Portugal vs North Spain

Hi there,
I would like to get away mid September and wonder what is the better location.

I have never been to North Spain and would target Cantabria. How is the swell during mid September?

The safer bet for would be Portugal. I have been to the Algarve already and wouldnt need any surf school etc. West Coast should get some swell. I can get around with english quite well.
Also I could try something new and go to Ericeira o Peniche.

Then there is North Spain. I have never been there and it would be a new experience.
I would target Cantabria but unsure where. Santander, or going further west? How is the swell during Mid-September? What is the weather like there? Where and why would you go to Nort spain?
