Interesting question though... as the period is determined by how far the wave has travelled, what is the theoretically highest period a wave can have? I guess it's determined by the two furthest points that a wave can be generated/received.... Get me an oceanographist now!
Anyway, 28s would seem unlikely. Interpreting MSW's little quirks, it would usually mean (if it says it consistently, rather than as a blip - and obviously depending on direction etc) something like basically flat but with very inconsistent sets, some of which might end up having some surprising size and power. So not necessarily a bad day to be on the water, but you might need some patience
