used board-should this happen???

i just got this board a few days ago and as i was putting the board in the car i noticed the trailer fin was not the way it was supposed to be.

heres a quick video of whats goin on. the fin screw is in tight yet the fin can still come in and out of the fin box??? i think its called.

i tighten the screw as tight as i wanted it to go idk how tight and how far they should go in but it was looser before the vid.

No, that's not supposed to happen!
The fin box screw has probably dethreaded (due to being tightened too much at some point) and so isnt holding the fin in properly.
You could probably surf it for the timebeing (risking losing the fin) but at some point you'll need to get that fin box replaced. An easy repair which won't cost you too much.

theres a shaper about 5 mins from my house, ill stop by there before i go back out and see how much it will cost.
