I have surfed at Big wave Bay. I stayed at Shek-O for a week or so in October, and BWB only broke once at about shoulder high. I would guess that it's pretty inconsistant.
The wave itself was around shoulder high and short period (ie. pretty low quality really) but lots of fun. The water was warm (rashy/boardies) but there's lot of rubbish floating about in the water unfortunately. It was also very crowded although it was still easy enough to get waves. You can rent boards there for next to nothing. I rented a fish which was in good condition for around £5/day.
You may as well surf it if you're in the area I'd say.
