I know a pair of big boobs when I see them, and I have a feeling (steady lads, steady) you are going to have to get a 'suit made to measure.
There are a good few coming up on google, so that I think is your breast, er I mean best option .

Just found this thread via a google search as my g/f has had the same problem. I can see it is years out of date but I figure if a post can help save anyone from the hassle we/she's had then it's worth it. She is 5'4 size 12 34F. She didn't get on well with Xcel (surprisingly) but found the C-Skins Angel 5/3 in a 12 perfect and has the Billabong SG5 3/2 also size 12. No chest zips either. They caused a whole heap of trouble.

maybe want to look into ripcurl suits.. they have the G-Bomb line, which is specially tailored for women.. in addition, on the bombs, they use the new E3-Neoprene, which is realy super stretchy... could be an option...
