If you are in town: just walk to the beach, from 1 to 10 minutes depending on the lodging of your choice.

There is a lot of free parking in front of the surf spots with easy access.
There is a local bus that goes up and down the coast and stops in front of most of the surf spots (just look out the window and ring the stop bell). Ask for a timetable at you hotel.
